Request for Proposals for Operation ReLeaf Planting Projects

Tree Canada’s Operation ReLeaf program helps recover areas that have undergone substantial tree loss due to a natural event.

The escalating impacts of climate change pose an increasing threat to communities across Canada. To support the recovery of our urban forests, Operation ReLeaf provides funding to municipalities, Indigenous communities, and environmental organizations to support tree planting projects.

Project timeline

This opportunity is open for new projects to be completed in Canada during one of two planting seasons: spring or fall. Proposals are accepted on an ongoing basis.

When new funding opportunities become available, all submitted projects will be considered.

Who we are looking for

Tree Canada welcomes proposals for recovery tree planting projects from municipalities, Indigenous communities, and environmental organizations in need of funding.

The size of a project can vary. The Operation ReLeaf program offers project funding ranging from $10,000 to $50,000.

How it Works

Please submit an online proposal that includes a project description, project timeline, required activities, landscape plan or site map, project expenses and details on what caused the tree loss. Once submitted, your proposal will be reviewed, and we will reach out to eligible projects for more details and project planning.

Projects to be completed in 2025 must be submitted by October 15th, 2024, to allow for sufficient planning time before the 2025 planting seasons.

Project proposals submitted after the October 15th deadline, will be considered for the 2026 planting year

Requirements

  • Projects must incorporate the planting of non-invasive trees or woody shrubs within Canada.
  • Eligible projects must be focused on recovering areas affected by wildfires, hurricanes, extreme weather, floods, insect damage and other natural disasters.
  • Projects supported by Operation ReLeaf require permission and approval of tree planting by the landowner.
  • Once a project has been approved for funding, groups will be required to sign a memorandum of understanding.

Additional information

  • Areas of high environmental value and/or subjected to naturally caused disturbances will receive the highest priority.
  • For projects exceeding $50,000 we ask you to contact the program manager directly.
  • Groups are required to implement their own project and source their own planting materials.
  • Tree Canada will adjust its reporting structure based on the amount of funding requested. Please be prepared to submit a final report with pictures of the project and detailed invoices. If selected for funding, a program manager will connect with you on what documentation is required.
  • Groups are advised to prepay project expenses. Upon project completion, submit a final report with invoices and receipts. Tree Canada will reimburse within 60 days of receipt.
